Senate GOP Back President's Proposal to Overhaul Obamacare

American senators are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to end the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.

Deepening Impact of Federal Closure

The effect on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and SNAP benefits have been delayed for forty-two million Americans.

Trump's Proposal from Florida Resort

As Saturday's meeting got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Several Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is truly better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition senators shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of moderate Democrats to terminate the closure in exchange for a future vote on the ACA payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and extend the payments for a year.

Another leading Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts indicated that the essence of such a plan would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
